Sonowal Kachari Autonomous Council’s meet held

GUWAHATI, Sept 11: The Sonowal Kachari Autonomous Council, which stepped into its third year of existence, declared its development activities at a press conference in Guwahati today.

Addressing the gathering, Chief Executive Member Milon Sonowal said the Council has accomplished various schemes and development activities in the last three years. An amount of 50 lakh in 2005-06, 4 crore in 2006-07, 3 crore in 2007-08 and 10.9 crore in 2009-10 have been sanctioned so far to the Council by the State Government to carry development work.

The Council was formed after an MoU was signed between the Government and the leaders of the Council on March 4, 2009. But the Council started functioning only from February 2006.

In a bid to promote tourism, the Council opened an Eco Lodge near the national park, Dibru Chaikhowa Sanctuary, in the Tinsukia district of Asom. The lodge is open for all tourist visiting the place. In addition, a 3-crore project was given to DoNER in 2008 for the development of the tourism sector.

As a means to provide employment opportunities to unemployed youths, the Council distributed 150 bigha land for banana cultivation at Sonari in Sivasagar district. In addition, 16 tractors and 12 power tillers were provided to various self-help groups.

For Sericulture development in Upper Asom, the Council provided financial aid for muga production to 8 people in Dhemaji district in the year 2006-07. 10 people in Dibrugarh and Sivasagar received financial aid for production of muga in 2007-08. In 2008-09, 12 people in Dhemaji received financial help for cultivation of mulberry trees. In addition, 29 people received aid for muga production. Milon Sonowal informed that so far five development schemes have being implemented in the Dhemaji district.

Moreover, 25 weaving machines have been distributed in seven districts under the purview of the Council.

For pisciculture development, five schemes in 2006-07, four schemes in 2007-08 and 10 schemes in 2008-09 have been implemented so far in Dhemaji, Dibrugarh, Sivasagar and Lakhimpur district. In addition, financial aid under several schemes has been granted to various self-help groups for rearing fishes and maintenance of fisheries in these districts.

In the sphere of Veterinary and Animal Husbandry, 100 people in Naharkotia were trained on livestock rearing in the year 2006-07. In 2007-08, self-help groups in Dhemaji, Lakhimpur and Sivasagar received financial assistance for rearing livestock.

A cultural samaroh to uphold the culture and traditions of the Sonowal Kachari community was also held for the first time in the State in 2007.

The Sonowal Kachari Autonomous Council is a 30-member council with 26 elected and four nominated members. As a matter of fact, the Government of Asom has not granted complete autonomy to the Council. As of now, 34 government departments are under the purview of Council. The Council has demanded the State Government to conduct elections for the Council under a democratic set-up and provide it with legislative and executive powers for efficient functioning.
