IMPHAL, Aug 31 – Twenty- one year-old Khangembam Romila of Mongshangei locality in Manipur’s Imphal West district was crowned Manipur Pineapple Queen, 2009 at a beauty pageant held at Khousabung village in Churachandpur district on Friday night.

Pebam Rabina,18 of Ningomthong also from Imphal West has been declared the first runner-up while Lily Lamhoichong Haokip, 20 of Zalenmun village, Churachandpur was adjudged the second runner-up defeating 15 other striking damsels who had vied for the title.

The new Pineapple Queen, a BSc student, walked home richer by Rs 20,000 while the first and second runners-up were awarded Rs 15,000 and Rs 10,000 respectively.

Other subtitle winners were Monica Irom (beautiful hair), Thiyam Bidyaluxmi (beautiful smile), Maikam Anjali (beautiful eye), Lily Lamhoichong (Miss Personality), and Kh Romila (best pineapple promoter).

Committee formed to promote tourism in Meghalaya

SHILLONG, Aug 31: A tourism task force committee was constituted today by the Meghalaya Government to promote, revive and develop tourism in the State. The task force committee will be headed by Chief Minister DD Lapang as the chairman and assisted by two Deputy Chief Ministers Bindo M Lanong and Dr Mukul Sangma as co-chairmen.

The task force committee is aimed at uplifting the economic life of the people of the State by improving and reviving the tourism potential of the State. As a follow up to a meeting held on Saturday between Lapang and Air India CMD, the Chief Minister today announced that the State will improve its air connectivity in the State. He informed that the Air India officials will visit the State from September 15 to 17 to chalk out a plan in this regard. At the Saturday’s meeting, the two parties (Government and Air India) had mooted a plan to commission flights from Shillong to Kolkata and Delhi.

Lapang said that the Government will also find ways and means to construct tourist and cargo complexes near Umroi besides five star hotels and call centres to achieve its aim. He said, “Land is a problem to attract investors to the State, but, the Government is positive to acquire land.” The Finance and Revenue departments have also been directed to acquire land for the construction purpose, he added. The other plans of the Government in the field of tourism included construction of ‘Welcome Centres’ for tourists at Khanapara in Ri-Bhoi district, NH 51 in Garo Hills as well as in Dawki to attract foreign tourists. Opening up of tourism offices at Delhi, Kolkata and Mumbai was also mooted out at the meeting. These offices would provide a doorway for exhibiting products of the State besides providing information, Lapang said.

Further, Lapang informed that the Government had entrusted the Meghalaya Tourism Development Forum (MTDF) to make a proposal for improvement of the golf course. “We are planning to make our golf course one of the best in the world,” Lapang said. The Government also decided to speed up construction of big hotels falling under Industrial Leasing and Financial Securities.

Caves that form the main attraction for tourists and adventure lovers will also be developed and rejuvenated. Calendars of the State will also depict culture and beauty of the State. The meeting also decided to update and feed the State tourism website and to improve tourism policy of the State. For this purpose, another meeting will be held on September 15. THE SENTINEL

Illegal sale of Vodafone SIM busted

SHILLONG, Aug 31: Illegal sale of Vodafone SIM-card was busted after former Deputy Chief Minister and Meghalaya Pradesh Congress Committee president Deborah Marak received extortion calls. Police sources today said that the illegal sale of the SIM cards was revealed after the police were investigating into the threatening and extortion calls made to Marak on August 26. The Hindi-speaking caller claimed to represent a ‘terrorist group in Guwahati had used a Vodaphone pre-paid number which was registered in a fake name and address.

Working on this lead, police found that Vodaphone pre-paid SIM cards were easily available at a cost of Rs 200 only. Using a decoy customer who purchased five already activated pre-paid Vodaphone SIM cards, police nabbed the seller, Sajid Khan of Laban, and recovered over a hundred of SIM cards registered in different names and addresses from his possession.

“This is a serious matter and could also lead to a major breach of our national security” Shillong city SP Claudia Lyngwa said. She also said the service providers have been asked to submit all related documents and notifications of TRAI from BSNL. “We will prosecute the service providers after establishing its violation of the rules,” Lyngwa added. It may be mentioned that illegal sale of SIM cards indicates breach of Telecom Regulatory Authority of India (TRAI) regulations which are very stringent in the Northeast and Jammu and Kashmir.

Meanwhile, the police has already put other service providers under the scanner. The Vodaphone officials were also summoned by the police to get their views over the matter. The company representatives presented details of all the impounded SIM cards. THE SENTINEL

Air India to set up aviation institute in Shillong

SHILLONG, Aug 31: The Air India (AI) has agreed to set up a state-of-the-art Aviation Training Centre in Meghalaya. Air India Chairman and Managing Director (CMD) Arvind Jadhav said the decision to set up the training centre was taken late last week, during a meeting with Meghalaya Chief Minister DD Lapang and Union Minister of State for Water Resources Vincent H Pala.

“AI would establish a world class Aviation Training Centre in Shillong for which the State government would provide 12 acres of land,” an official statement said. On completion, the institute is expected to attract 600 students for the course in the aviation industry.

This apart, Lapang also requested Jadhav for setting up of an Air India call centre in the State to which the CMD promised to look into. Jadhav is expected to visit the State capital next month to take the talks further.

Meanwhile, Air India is also considering to operate flights between Kolkata-Shillong and Kolkata-Tura to promote the State as a major tourist destination. Jadhav said AI was keen to promote further the tourism developmental activities undertaken by the State government by providing better air connectivity between the State and the rest of the country. Asom government, neutral force fail to protect Asom land

JORHAT, Aug 31: The Asom Government as well as the Central forces deployed along the Asom-Nagaland border in Merapani sector of Golaghat district have failed to protect Asom land in general and lives and property of Asomiyas in particular. The Central Government deployed a ‘neutral force’ after the worst clash between the two neighbouring States on June 4, 1985 when more than 100 people were killed in police firing. But the local people have alleged that the Naga encroachers have occupied Asom land and built houses under the very nose of the neutral force deployed by the Central Government.

According to information, the Naga encroachers have built houses, bus stands, offices, water supply projects, schools, electrification projects, hospitals, churches etc in Sector D on Asom land under Golaghat subdivision in Golaghat district. The Nagas have already occupied Tarajan, Negheribeel, Veleuguri, Dighalpani, Dayalpur, Daldali, Chandrapur etc areas of Merapani and have taken up all the government projects by violating various orders passed by the Central Government at different times. Apart from it, a seed farm located on Asom soil at Merapani and land measuring 40 bighas in the Doldoli area in Asom were occupied by Nagas in 2005. In the same year, an NAP camp, an office of a village council and a Nagabasti named Hayanbasti at Jaljali in Merapani area were inaugurated on Asom soil by Nagaland. Apart from this, the local people alleged that the Nagas are involved in extortion, kidnapping and other illegal activities in Asomiya-populated areas like Kolajan and its adjoining Asomiya villages under Sector D in Asom. The Naga encroachers attacked one Asom gaonburha of Kolajan on April 12 this year and a women, Aitee Bora, on March 23 in 2005. The Naga encroachers also prohibited celebrations of the last Bohag Bihu at 2 No. Kolajan village as the 40 Asomiya families of the village did not heed to the demands raised by the Nagas. Apart from this, the Nagaland Government has taken up a road construction project from Rulibasti to Dayalpur under the Central Government’s NREGA scheme in July this year. But surprisingly, the Central Government and the Asom Government are not at all worried over the matter, the local people alleged, and said it is a sheer violation of all the agreements signed by the Central Government with the two neighbouring States. The neutral force also looks the other way when Naga encroachers violate the agreements signed. The force failed to protect the lives and property of Asomiya people living along the border. The local people have expressed their dissatisfaction over the ‘silence’ of governments, both in New Delhi and at Dispur, on the unpleasant developments taking place along the inter-State borders. They alleged that the forces deployed along the border seem to be strict on the Asomiyas only. Pointing out an instance that occurred in the Gamari area where an order was sent from New Delhi to an Asomiya villager when he started to build a house on Asom soil recently. The local people have failed to understand as to why the Central Government has turned a deaf ear to the border disputes even after Nagaland is carrying out so many construction works on Asom soil. Monitor use of funds in rural schemes: Agatha to NE CMs

NEW DELHI, Aug 31: Funds for most of the rural development schemes in the north-eastern region were misused and misappropriated. In this regards, Union Minister of State for Rural Development Agatha Sangma has written a letter to all of the chief ministers of the region, including that of Asom, requesting them to monitor and evaluate fund utilization under various schemes in their respective States.

In her letter, the Union minister said: “You will agree with that a perusal of the statement reveals that the performance of your State in respect of some of these schemes leaves much to be desired. Hence, I consider it appropriate to draw your kind attention to enable you to kindly look into the matter personally and to monitor the schemes of the Ministry of Rural Development.”

The minister further mentioned: “I am of the opinion that with your personal involvement and active cooperation, a radical transformation can be brought about successful implementation of these schemes of the Ministry of Rural Development, and in case any other project or proposal pertaining to your State is pending with our ministry, kindly do let me know to enable me to get the same expedited.” THE SENTINEL

Fresh move for dedicated air services in NE

AGARTALA, Aug 30: Minister Development of North Eastern Region (DoNER) has initiated a fresh move to launch an exclusive air-service to boost intra-regional connectivity in the Northeast.

Official sources here today said DoNER and Northeastern Council (NEC) had been trying to launch the service among the NE capitals and major towns for the past two years and the Centre had included it once again in government’s 100-day agenda.

Identifying connectivity as the key issue, DoNER had initiated the proposal for dedicated air services for the region in 2007 and attempted to develop at least 11 unused airstrips, including two green field airports. Two private air operators expressed their interest for dedicated regional air services in Northeast while the Ministry of Civil Aviation had also assured to increase the frequencies of flights in North Eastern Region. The Government had further granted initial No objection for King Aviation to operate scheduled air services exclusively within the North-east region but it did not clicked because of administrative difficulty. The airlines had initial plan to operate air services to and from Agartala, Aizawl, Dibrugarh, Guwahati, Leelabari, Silchar, Dimapur, Imphal, Shillong and Tura.

The NECs earlier attempted to start a regional airline came a copper, because of lack of response from the private air operators. The Council contributes Rs 38 crore as subsidy to the air operator, Alliance Air used to operate the regional air service using four ATR 50 aircraft.
On the other hand, DoNER had planned to hold a meeting with all the stake-holders, including the security forces at Lumding on September 8 to review the progress of the gauge conversion projects between Lumbding-Badarpur and Agartala section, sources added. (UNI)

PC to review NC Hills situation

GUWAHATI, Aug 30: Asom Chief Minister Tarun Gogoi is leaving for New Delhi tomorrow with a team of State Home Department officials to take part in the September 1 meeting that was convened by Union Home Minister P Chidambaram to review the law-and-order situation in NC Hills and elsewhere in the State.

In the past two days, Gogoi held a meeting of the Unified Command structure at Dispur on NC Hills situation, and reviewed situation in the hill district at a meeting with top officials of the district, Army and the CRPF at Haflong. According to official sources, based on the two security review meetings Gogoi prepared a report so as to table it at his meeting with Chidambaram on September 1.

According to official sources, the review meeting that was convened by Chidambaram will discuss the ceasefire offer given by the DHD-J and the abysmally slow progress of works of the two national connectivity projects in NC Hills — the Lumding-Silchar BG project and the East-West Corridor project.

In a recent press meet in Guwahati, Chief Minister Tarun Gogoi set four preconditions for the DHD-J for ceasefire with the Government. The preconditions are the outfit should deposit its arms, give up extortion drives, its leaders and cadres should stay in the designated camps to be constructed by the government and the top leaders of the outfit should take part in any peace talks with the government.

The DHD-J is yet to make its decision on the preconditions set by the Chief Minister public. THE SENTINEL

Tehelka photos have proven fake killings

IMPHAL, Aug 29: The Joint Action Committee formed against the Killing of Ch Sanjit, Khurai has said that no judicial enquiry is required as expose of the Tahelka have revealed all the factual evidence of the July 23 Khairamband firing incident.

She further revealed that if the Government thinks that what Tehelka have shown to the public was worthless then the JAC would speak to the Tehelka and not to the Government.

The JAC further demands termination of Police Commandos who were involved in the July 23 firing incident and also action against the superior police officials including the state DGP and senior SP.

She also said that three members of the JAC are being summoned by the SDPO Imphal west to appear before the police station on August 27. (Agencies)

‘About 500 cattle illegally traded everyday’

GUWAHATI, Aug 29: “About 500 cattle are illegally smuggled along the Indo-Bangla border in Asom,” said Asomiya Yuva Mancha secretary general Jitul Deka.

While talking to The Sentinel, Deka alleged that about 80-90 trucks of cattle from Uttar Pradesh, Bihar, West Bengal, Rajasthan and various other places enter Asom through the Srirampore checkgate in Kokrajhar and the Chagolia checkgate in Dhubri. The cattle are taken to Dakhin Salmora in Dhubri district and then with the help of local people they are taken to Haziraghat under Hatsingimari sub-division. The cattle are then drifted across the Brahmaputra and sent to Bangladesh, alleged Deka.

Deka said the beef industry of Bangladesh has grown over the years and this illegal smuggling of cattle in Asom has in fact helped the economy of the neighbouring country.

OIL IPO to hit market soon

GUWAHATI, Aug 29: Oil India Limited (OIL) has launched its first Initial Public Offering (IPO). Public issues will start on September 7 and end on September 10.

The price has been fixed between Rs 950 and Rs 1,050 per equity share for an IPO of 26,449,982 equity shares of Rs 10 each for cash at a price to be decided through a 100 per cent book building process. The issue comprises a net issue to the public of 24,045,438 equity shares and a reservation of 2,404,544 equity shares for subscription by eligible employees at the issue price. The issue will constitute 11 per cent of the fully diluted post-issue capital of the company.

At least 60 per cent of the net issue is required to be allocated to Qualified Institutional Buyers (QIB) on a proportionate basis out of which 5 per cent shall be available for allocation on a proportional basis to mutual funds. Further, not les than 10 per cent of the net issue shall be available for allocation on a proportionate basis to non-institutional bidders and not less than 30 per cent of the net issue shall be available for allocation on a proportionate basis to Retail Individual Bidders, subject to valid bids. All-party meeting over Assam Nagar Raj Act

GUWAHATI, Aug 29: Kamrup (metro) Deputy Commissioner Prateek Hajela today held a meeting with representatives of all political parties to discuss the proposed draft area of the 31 wards and 86 area sabhas of Guwahati Municipal Corporation (GMC) under the Assam Nagar Raj Act.

The Asom Government had justified its move to delimit the number of GMC wards on the grounds that the number of voters were not even distributed in the wards. Raising objections to the proposed draft area, the representatives of AGP and BJP who were present at the meeting, said that even in the proposed new wards the number of voters were not evenly distributed. They cited the example of the proposed ward no.29 which had 57,000 voters while the proposed ward no 22 had only 27,000 voters. They also objected to the fact that no geographical map or population figures had been provided. Hajela assured them of giving the answers to their queries by the end of this month. THE SENTINEL

‘NE can become tourism hub’

JAGIROAD, Aug 28 – The north-eastern region of India with all its potential, natural and otherwise can be turned into a hub of tourism with adoption of proper multi-fold planning and strategies, opined Dr Shyam Bhadra Medhi, former Commissioner and Secretary to various departments of Assam government and visiting scholar, London School of Economics, Stanford University, Harvard University and special representative, National Human Rights Commission.

He was addressing the inaugural session of the UGC-sponsored national seminar on ‘Reforming and revamping the tourism sector in the NE region of India’ on Friday organised by the Jagiroad College.

In his speech, he dwelt on the needs of the tourism sector of the region and provided various suggestions for its information and uplift.

The two-day seminar attended by more than 100 scholars from across the region was formally inaugurated by the Assam Education Minister, Gautam Bora.

Bora, in his inaugural speech said that the tourism sector in the North-east, for its development can be greatly benefited from the studies made by the academic experts. He hoped that, the seminar held by the Jagiroad College can be fruitful in this context. THE SENTINEL

Our Government?

There are reports of Naga encroachers all set to establish a new Naga police camp at Bihotu Basti in upper Asom. There is no gainsaying that they have been encouraged to encroach upon Asom’s land by the attitude of the Asom government in saving its own territory from hostile encroachers and marauders. The attitude is one of ‘‘we don’t know anything’’ or ‘‘we haven’t seen anything’’, while the reality is that an effete, anti-people government can do nothing more than just keep pretending it is indeed a government serving the people who have elected it. As we pointed out yesterday, the Naga encroachers have already had to their credit the setting up of two subdivisions in Golaghat district — Newland within the Rengma reserve forest in 1987 and Kohbotu within the Diphu reserve forest in 1991. The Tarun Gogoi government would argue that it is no use faulting the Congress alone because the AGP too, when in power, did not do anything to regain the lost lands. But where on earth do two wrongs make a classic right? The Congress has been in power for the last eight years, with its overused and now meaningless rhetoric of a pro-people dispensation. And in these eight years not only have the Naga encroachers grabbed more and more of Asom’s territory while the weak Asom government has merely talked about initiating measures to counter the threat without doing anything at all, but even the swelling illegal Bangladeshi crowd has had the best of freedom to not only live and breed here but also set up madrassas in the State. And all this, right under the nose of a so-called pro-people government! Where else would you find a government that is so brazenly against its own subjects? THE SENTINEL

Air India and Government of Meghalaya keen to tie up

SHILLONG, Aug 28: A discussion to start daily flight service by Air India from Kolkata to Shillong and Tura and vice versa was mooted out at a meeting held between Meghalaya Chief Minister DD Lapang and Air India Chief Managing Director Arvind Yadav at New Delhi today.
Yadav, along with senior officials who called on Lapang and Union Minister of State Vincent H Pala at the Meghalaya House in New Delhi, placed their plans on developing Air India’s service in the region and Shillong before Lapang. In turn, the Chief Minister also sought Air India’s cooperation to set up Air India’s call centres.

Both the parties also agreed that Air India will set up a full-fledged world class State aviation training academy in Shillong. For this, they would require 12 acres of land which should be provided by the State Government. This would involve placement for around 600 people.

Yadav also said that Air India would support tourism development in Meghalaya, and for this purpose they would work out sustainable proposals, including seamless multi-modal transport. Air India would also help promoting Meghalaya as a tourist destination through its international and national networks. The Air India CMD said he would visit Shillong around September 15-17 to carry forward these initial proposals. THE SENTINEL

AIR to launch 24-hour news channel on FM

ITANAGAR, Aug 28: The All India Radio (AIR) is considering to launch a 24-hour news channel on frequency mode (FM) soon in Arunachal Pradesh. Director General (News) Mohan Chandak informed this while interacting with mediapersons here yesterday after launching the regional news bulletins in Hindi and English.

Describing the launch of daily news bulletins as a historic moment for AIR, he felt that it should have been made long way back, considering the importance of the role AIR plays in disseminating information to more than 90 per cent of population across the country.

He opined the onus is now on the State to make the historic beginning a long lasting success. “80 per cent of the bulletins will cover the news of Arunachal Pradesh. Therefore, it is the people of the State will have a huge responsibility to make the mission successful,” Chandak stated.

The initiative taken by MP Takam Sanjoy way back in 2002 has finally seen light with yesterday’s launch. Hindi and English news bulletins would be available at 7.45 and 7.50 pm respectively. It was the effort of the then State IPR Minister Sanjoy in Mukut Mithi government that brought the matter to the State cabinet and accordingly he had taken it up with the Centre, which took seven long years to materialize.

Sanjoy expressed happiness over the launch of daily Hindi and English news bulletins from AIR Itanagar and said this will serve the people of Arunachal by bridging the gap between Itanagar and New Delhi.

“We are going to be benefited a lot with the launching of daily news bulletins. It is going to the doorsteps of people in the far-flung areas,” the MP said. Assuring his all supports to the endeavours of All India Radio, he urged upon the concerned authorities to look into the problems concerning adhoc employees of AIR Itanagar. (UNI)

NBT is an organization under the Ministry of Human Resource Development, Department of Higher Education established by the first Prime Minister of India Jawaharlal Nehru for promoting books and inculcating reading habit among the people. NBT is ceaselessly working towards that end for more than last 50 years, sources said. JORHAT, Aug 28: The Government of Asom as well as the Brahmaputra Board has failed to protect the riverine island Majuli. All the projects executed in Majuli have failed due to the shortsightedness of the Government since decades. Majuli has turned to a profitable hub for the politicians and the government officials as they have been siphoning off public money through implementation of various schemes, said AASU adviser Dr Samujjal Kumar Bhattacharyya, expressing his reaction before The Sentinel after visiting the erosion-affected areas here today. The students’ leader also said it is a matter of shame that the Brahmaputra Board has been trying to prevent the ravages of the mighty Brahmaputra with bamboo to protect Majuli. Pointing out at the lack of a master plan to protect the largest river island of the world, he said this clearly indicates the indifference of the Government to rescue the problem-bound river island.

Criticizing the role of the Government in taking up erosion preventive measures during the monsoons, he however suggested that the Government and the concerned departments should conceive plans during summer and execute them in winter.

The AASU adviser visited the erosion-hit areas of Jengrai, Bengenaati, Bhogpur and Kamalabari. Earlier, he participated at a freshers’ meet at Majuli College during his visit to the river island. THE SENTINEL

If men in uniform can indulge in such acts as lobbing grenades or extorting money from civilians, they can also indulge in fake encounters, of which there are plenty of instances. And assisting the uniformed men in such actions are draconian anti-terror measures in place like the Armed Forces (Special Powers) Act that makes it mandatory for special clearances before members of the armed forces can be tried on charges of excesses or rights violation in the name of countering insurgency.

Take a look at this recent timeline: On July 1 this year, five Manipur Police Commandos were placed under suspension for extorting money and mobile phones from civilians in Imphal West district, a fact confirmed by the state police top brass. On July 23, a former militant Chongkham Sanjit (27) was shot dead after security personnel caught hold of him in the wake of a shootout in Imphal. Now, media exposes have said Sanjit was found near the place of shootout, dragged by security men to a pharmacy nearby without resistance and sometime later, his body was brought out from the drug store. This incident has put Manipur aflame with protesters showing no sign of relenting, forcing Chief Minister Ibobi Singh to almost accept the popular version of the incident and order a judicial probe. Again, on August 21, five people were injured in a grenade blast in front of a hospital in Imphal’s Tnangal Bazar. Believe it or not, police arrested a rifleman, T. Munal, from the 2nd India Reserve battalion (IRB) on suspicion. And yes, the rifleman admitted to his interrogators that he had indeed lobbed the grenade because the separatist Kangleipak Communist Party (KCP) had paid him Rs 5,000 to do so. The man disclosed he had indulged in two similar acts in July.

Take a look at what the Prime Minister said at the August 17 meeting on internal security with chief ministers in New Delhi: “Assam and Manipur account for a disproportionately large number of violent incidents reported from the Northeast with the latter’s share being as high as 30 per cent…” If the 17 odd active militant groups are keeping everyone in the lawless state on tenterhooks, the action by the security forces, more often than not on the wrong side of the law, is providing the much needed oxygen of life to the militants. In fact, actions like the cold-blooded rape and murder of Manorama Devi by the paramilitary in 2004 or the recent killing of Sanjit, who was alive as he walked in to the pharmacy with the security personnel, enables militants to reinforce their argument that Manipuris can live in dignity only when the state acquires freedom. In fact, such actions even bring people who detest the militants or militancy out on to the streets in protest against state action.

To add to the anarchy is poor political leadership by the political class in Manipur, lack of unbiased or credible civil society initiatives at peace making, a close nexus between politicians and militants and large-scale corruption. The state needs a revolution by the silent or dormant masses who are not aligned with either militants or the existing political class. That, of course, may not happen anytime soon because the masses are part of the same society or the same system. As many as 362 incidents were recorded in the first half of 2009, a rise from 324 incidents in the corresponding period last year. As many as seven security personnel and 51 civilians lost their lives until June 30 this year. Significantly, Manipur accounted for almost half of the total 752 violent incidents and one-third of the 161 civilian casualties recorded in the northeastern region in the first six months of 2009. The Manipuris must rise in revolt against the prevailing system, throw out corrupt politicians, make life miserable for the uncaring and corrupt bureaucrats, and defy the militants. After all, the militants and the symbols of the state have lost their credibility in the state. THE SENTINEL

Talking to newsmen here today, Sarma said two outside firms — Onicra and Matrix BPS — have been engaged to verify the addresses and documents of mobile phone seekers in Asom, but the these two companies have neglected the job, and the result is that mobile phones have been issued to many militants. Bidyapur market is hub of Naga, ‘Bangladeshi’ illegal trade

JORHAT, Aug 28: The Bidyapur market located in the Sector-C of Asom-Nagaland border under Sarupathar police station in Golaghat district is the hub of illegal trade covering the Northeast. The adjoining areas of the market namely Setonapur and Lakhipur have become a shelter for these illegal traders. The illegal traders come from Bangladesh, Manipur and Nagaland, and have been visiting this market regularly through the Dimapur and Bukajan railway stations.

According to sources, the illegal trade of arms and ammunition, drugs, fake currency notes, human trafficking, animal trade and timber smuggling are the main business of the traders visiting this market. The bazaar, famous for its red chillies, consists of some PCOs, pharmacies and other permanent establishments that conduct this clandestine market. Sources also said illicit drugs are transported by four pharmacies and some international calls have been traced from four PCOs in the market.

Meanwhile, official sources said the three border sectors function without any border magistrate which has become a matter of serious concern in the last few years. The Forest Department has also given a deaf ear to these illegal activities. Sources said that despite reports of threat by Nagas and Bangladeshis being sent to the Home Department of the State Government, it is yet to take action.

Local people alleged that the trafficking of Bangladeshi labourers by the Nagas through this market threatens the very survival of the Asomiya people residing in the bordering areas.
It is noteworthy that at the bilateral talks between the chief ministers of Asom and Nagaland in 1979, it was decided to maintain ‘stand operation procedure’ in the border. Despite this, the Nagaland Government has violated the agreement. But surprisingly, the Central Government has failed to take any action against Nagaland so far. THE SENTINEL

Shades of our Ties with Bhutan

One important issue of mutual security concern that prompted Chidambaram’s visit to Bhutan is China’s road building ventures on its immediate northern borders

Union Home Minister P Chidambaram recently made an important three-day official visit to Bhutan during which he discussed issues related to border security and activities of Northeast militants with the new democratic administration of that country. Bhutan was a major base for banned Northeast-based militant outfits till 2003, when that country’s Royal Army launched a major offensive against them to flush them out of its soil. It ushered in a new “strategic partnership” between India and Bhutan that emerged out of the ashes of the Operation All Clear. During his visit, Chidambaram met King Jigme Khesar Namgyel Wangchuck, Prime Minister Jigmi Y Thinley, former king Jigme Singye Wangchuck, Minister for Home and Cultural Affairs Minjur Dorji and other leaders. The Indian minister and the Bhutanese Prime Minister reviewed the overall bilateral relations and discussed issues of mutual importance for both countries.

It is also a matter of serious concern considering the evil Chinese design of making strategic relations with India’s immediate neighbours against New Delhi’s interests. On the other hand, India’s Northeast militants were provided official sanctuary in Bhutan since 1991 in return for their support in terrorizing the Nepali-speaking southern Bhutanese to leave Bhutan. But Bhutan finally launched joint military operations, in the backdrop of securing Indian assurances that the operation once launched should not be abandoned for political dialogue with militants and the Bhutanese territory should be totally freed of the Indian militants. Bhutan was concerned about backlash from militants. Chidambaram’s visit was an initiative of the new UPA government to renew Bhutan’s commitment of not allowing its soil to be used by the Northeast militant outfits.
In fact, Bhutan’s strategic location, geographical features, and limited security resources provide an ideal setting for opportunistic militant and terrorist groups fighting India. Since early 1992, terrorists from Northeast India have taken unauthorized shelter in that country. The United Liberation Front of Asom (ULFA), National Democratic Front of Boroland (NDFB) and the Kamtapuri Liberation Organization (KLO) established camps in the forests that run along the Indo-Bhutan border, also establishing bases in southern, eastern and central Bhutan.

It is true that India and Bhutan have traditionally enjoyed a warm and cordial relationship. This traditional relationship has undergone some structural changes in recent times. Bhutan, as the closest ally of India in South Asia, always supported India in the SAARC forum and the India-Bhutan partnership has been a vibrant example of deep integration. As a landlocked country but between China and India, Bhutan was bound to tilt into a friendly relationship with at least one of them. In 1910, provoked largely due to aggressive Chinese territorial claims, Bhutan signed a treaty enabling British India to guide its foreign relations. This policy was continued by Independent India, in the Peace and Friendship Treaty of 1949. Bhutan’s spiritual and historical ties with Tibet and China’s oppressive reign in Tibet have shaped Indo-Bhutanese relations. The Peace and Friendship treaty of 1949 forms the basis of relationship between the two countries. It is considered a working treaty for both countries. This is purposeful as it accommodates a change in perspective and needs of both Bhutan or India. It guarantees non-interference in Bhutan’s internal affairs while allowing New Delhi to guide its foreign relations. Bhutan has shown interest to be independent in its foreign relations and to get international recognition. India has actively helped Bhutan conduct its foreign relations and also join the UN.

Bhutan generally concurs with Indian views in international fora, but it is not completely bound by Indian policy decisions. For example, it has initiated dialogue with Nepal about the refugees independent of India. In February 2007, India and Bhutan signed a new treaty removing the clause that India will “guide” Bhutan’s foreign policy, allowing it to purchase military equipment from other countries. However, bilateral ties remain close, demonstrated by Indian Prime Minister Manmohan Singh’s May 2008 visit to Thimpu during which he addressed the newly elected Parliament. Prime Minister Jigme Thinley returned the gesture when he made his first official trip abroad as Prime Minister to New Delhi in July 2008.

The Government of India and the State governments of India’s Northeast, Assam in particular, have impressed upon the government of Bhutan the need for a joint Indo-Bhutan army operation to drive out anti-India militants/terrorists from Bhutanese soil. In 1996, India and Bhutan concluded an extradition agreement, making it more effective in dealing with cross-border terrorism and organized crime. Bhutan’s initial rounds of talks in 1998 and 1999 with ULFA militants for leaving their territory were inconclusive, and meanwhile, the number of ULFA camps inside Bhutan steadily rose. In June 2000, Bhutan’s National Assembly decided on a four-pronged strategy to resolve the ULFA-Bodo problem. The strategy involved the following points: 1) to continue peaceful negotiations with the militants to try and make them leave the country peacefully; 2) to stop ration and other supplies to the camps of militants; 3) to punish all persons who helped the militants in accordance with the National Security Act; and 4) as a last resort, to use military action to evict them.

Bhutan is a microcosm of the Indian subcontinent, a nation in flux between tradition and modernity. Complex arrays of internal and external security issues threaten its existence. The Bhutanese people face tough challenges on a wide range of problems such as the refugee situation, presence of terrorist groups, and modernization. India is Bhutan’s long-time ally and friend, and is ready to assist it in any way necessary. It is in Bhutan’s interest to see India as a friend in need. Also, a secure, prosperous, economically integrated Bhutan will not only serve India’s interests, but it is also important for the peace and security of the entire region. It is expected that Chidambaram’s visit to Bhutan will be helpful in enhancing strategic and economic relations between the two countries in the changed scenario of the subcontinent.
